Why these exist

The decisions that happen before the build.

Most of what determines how a project goes is settled before anyone picks up a tool: whether the layout is changing, whether the structure can carry what you have in mind, which authority issues the permit, and how long the long-lead items take to arrive. These guides cover that stage — the questions worth answering while the scope is still on paper and changing it costs nothing.

They are written for Greater Phoenix specifically, because the answers are local. AHistoric Preservation overlay in central Phoenix, a hillside lot in Cave Creek, and an HOA architectural review in a north Peoriamaster-planned community each change what is possible on the same drawing.
